Parallel competition

Køge Kyst would like the assignment to be dealt with in the form of a 2-phase parallel competition, which is a combination of a competition and a parallel assignment. A pre-qualification round will be held prior to the parallel competition.

The objective of the parallel competition is to lay the foundations for a consolidated development plan for the new part of Køge, which comprises three sub-areas: the Station Area, the Collstrop Site and Søndre Havn.

Phase 1 is a competition involving 5-7 teams. During this phase, Køge Kyst is looking for process and project descriptions that explain how the project visions can be realised.

In Phase 2, Køge Kyst wishes to use a parallel assignment process involving three participating teams to generate specific proposals for how the project can be carried out in a sustainable manner, and how it can be physically completed.
Whole sections and/or elements from process descriptions, project descriptions and proposals for development plans will be implemented in the final development plan.

In addition, Køge Kyst wishes to involve citizens and other stakeholders in the process so that good suggestions and observations from this source can be incorporated into the development plan.

Description of the parallel competition:

  • A pre-qualification round will be held prior to the parallel competition. The pre-qualification will be used to select 5-7 teams.
  • The parallel competition programme (Programme 1) will be sent to the 5-7 pre-qualified teams as the basis for preparation for a programme seminar.
  • During Phase 1, the selected teams will work on process and project descriptions. The phase will conclude with each of the 5-7 teams submitting a project description and a detailed process description. The project description is to present proposals for key approaches to the "vision points" and to describe how - and in what form - the project is to be realised. The project description can take the form of considerations about functions, interrelationships and structures, supplemented with markings on a map. Physical manifestation is not an issue during this phase. The process description is to explain how the team intends to execute the assignment, and how the team will ensure that the assignment is completed. The process description is also to contain details of the division of tasks within the team.
  • On the basis of these descriptions, three teams will be selected to continue in Phase 2 of the parallel competition.
  • The second phase of the parallel competition will be launched with a start-up seminar, which will take the form of a dialogue between the three teams selected, Køge Kyst and invited specialists/experts. The dialogue is to ensure a shared understanding of the assignment.
  • The participants will work on the assignment up to a 2-day seminar, where they will present and discuss the provisional results with Køge Kyst as well as invited specialists, selected stakeholders and citizens. The starting point for the discussion will be the provisional proposals for development plans.
  • On the basis of the 2-day seminar, Køge Kyst can describe the parallel competition programme in more detail (Programme 3).
  • The three teams will continue working on Phase 2, and submit their proposals for a development plan.
  • The material will be exhibited jointly.
  • Evaluation will be performed in parallel with the exhibition, with subsequent publication of the results.
  • Each participating team will receive a fee of EUR 20,000 for Phase 1, and EUR 80,000 for Phase 2, including outlay. Moreover, it will be possible to cover the travel and accommodation costs of overseas participants within a total sum framework of EUR 3,500 per team.

    In addition, the adjudication committee may reward entire approaches and/or individual elements within a framework of EUR 100,000.
  • The adjudication committee consists of the Board of Directors of Køge Kyst with the assistance of specially appointed professional specialists, who, together, cover all the themes in the partnership's six visions and the financial dimension.
  • Subsequently, the competition entries and the reactions to same will be translated into a development plan by Køge Kyst.
